Leaseholders across England and Wales are being invited to take part in a national service charge survey being conducted by SH Action.
The survey is designed to gather real-world evidence about how service charges are calculated, presented, increased, and justified — directly from the people who pay them.
Why this survey matters
Service charges affect affordability, property values, and day-to-day quality of life, yet leaseholders often report:
- Limited transparency over how costs are calculated
- Large or unexpected increases
- Difficulty challenging charges or obtaining clear explanations
- A lack of meaningful oversight or accountability
By collecting consistent data at a national level, this survey aims to inform policymakers, regulators, and campaigners with evidence rather than anecdotes.
Who should complete it?
You should consider taking part if you are:
- A leaseholder in a residential block
- An owner-occupier or buy-to-let landlord
- Paying service charges now, or have done so recently
Responses are valuable whether your charges are reasonable or problematic — both experiences help build an accurate picture.
How the information will be used
The results will contribute to wider discussions around leasehold reform, transparency standards, and consumer protection. Aggregated findings may be used in reports, briefings, and engagement with decision-makers.
